The Odisha State Cooperative Milk Producers’ Federation Ltd., in short ‘OMFED’ is a state-level apex cooperative society registered in Odisha, India. It was established in 1980 under the Odisha Co-operative Societies Act, 1962, to promote the production, procurement, processing, and marketing of milk and milk products.

OMFED is an apex-level cooperative society managed by a Board of Directors. It follows a three-tier structure involving village-level cooperative societies, district-level milk unions, and the apex federation itself. The organization’s head office is located in Bhubaneswar, Odisha

OMFED operates on a three-tier cooperative system similar to the Amul model.

  • Primary Village Co-operative Societies: At the village level, individual farmers bring their milk to these societies.
  • District Milk Unions: The milk is then collected from the primary societies and transported to a district-level milk union (BMC). Here, the milk is chilled and tested for quality.
  • The Federation (OMFED): The milk is finally sent to OMFED’s central processing plants for pasteurization, packaging, and conversion into various dairy products. OMFED is responsible for the overall processing and marketing.

OMFED maintains a strict quality control process at every stage of its supply chain. OMFED have a dedicated Quality Control and Quality Assurance department that ensures products meet standards set by the Food Safety and Standards Authority of India (FSSAI). This includes regular testing of milk and products, following Good Manufacturing Practices (GMP) and Good Hygiene Practices (GHP), and ensuring all records are properly maintained for statutory requirements and audits. OMFED also analyze competitor products to continuously improve its own quality.

OMFED’s primary objective is to carry out activities that promote the economic development of the rural farming community through the dairy industry. This includes improving and protecting milch animals, providing veterinary services, and ensuring the economic betterment of those engaged in milk production.

OMFED offers a wide range of dairy products, including:

To become an OMFED distributor, you must meet certain eligibility criteria, including:

  • Being financially sound.
  • Having at least two years of experience in perishable goods (like milk) or the FMCG (Fast-Moving Consumer Goods) business.
  • Having your own godown (warehouse), preferably a refrigerated or insulated vehicle, and cold chain facilities (like freezers).
  • Possessing a valid GST number and Food License.

OMFED has recently expanded its product portfolio to include more value-added items. In late 2024 and 2025, OMFED has launched several new products, including a 1 kg plain curd bucket, Binjharpuri desi cow A2 ghee in various pack sizes, and Binjharpuri desi cow A2 milk in a 500 ml bottle with a long shelf life. OMFED have also introduced a new saffron-colored milk packet named as Gold Premium Milk.

Yes. In June 2025, OMFED increased the milk procurement rate for farmers by ₹3 per litre.

Beyond increasing the procurement price, OMFED, in coordination with the state government, has launched several initiatives to support farmers. This includes distributing BMC and high-yielding breed cows under the Mukhyamantri Kamadhenu Yojana (MKY), providing financial incentives, and offering a ₹1 lakh accident death assistance for dairy farmers.

OMFED’s core mission is the economic development of the rural farming community. OMFED achieve this by:

  • Providing a remunerative price for milk to farmers.
  • Offering technical input services such as veterinary aid, artificial insemination, and providing subsidized cattle feed.
  • Implementing government schemes like the Chief Minister Kamadhenu Yojana (MKY), which provides financial assistance to farmers and distributes high-yielding cows to improve productivity.
  • Providing a ₹1 lakh accident death assistance to dairy farmers.

OMFED plays a significant role in Odisha’s economy by empowering rural milk producers and creating employment opportunities in processing and retail. OMFED have also recently entered into a notable agreement with the Shree Jagannath Temple Trust Administration to supply ghee for Mahaprasad and other rituals, further cementing OMFED’s role in the state’s cultural fabric.

OMFED is committed to preserving the environment and has a stated goal to “enrich quality of life of people and preserve ecological balance.” OMFED is moving towards more sustainable practices, for instance, by installing milk ATMs at locations like AIIMS Bhubaneswar to reduce plastic pollution by eliminating the need for single-use plastic pouches.

Furthermore, in partnership with the National Dairy Development Board (NDDB), OMFED plans to set up a biogas plant that will convert cow dung into cooking fuel and organic fertilizer, promoting a “Gaumata Economy” that is both profitable for farmers and beneficial for the environment.
